Cresciuto nella contea rurale di San Diego, ha appreso i primi rudimenti artistici dal padre, anch'egli illustratore professionista.

Inizialmente proiettato verso una carriera nel ciclismo professionistico, ha dovuto abbandonare lo sport a causa di un grave infortunio, tornando a dedicarsi completamente alle arti visive.

Ha studiato presso il California Art Institute, dove ha appreso le solide basi del disegno accademico sotto la guida di Fred Fixler.

Nel 1992, a soli 22 anni, ha fondato la sua scuola d'arte, che oggi accoglie centinaia di studenti in presenza e migliaia online attraverso la piattaforma Watts Atelier Online.

The Vietnam Women’s Memorial was dedicated in 1993 to honor the more than 250,000 women who served in the military during the Vietnam War and the approximately 11,000 who volunteered to serve in Vietnam.

Fulfilling many roles, women were nurses, air traffic controllers, communication specialists, and intelligence officers.

An addition to the original design of the Vietnam Veterans Memorial, the sculpture by Texas artist Glenna Goodacre (1939-2020) depicts three women around a fallen soldier.
